Summary
The Director has overall responsibility for the planning, implementation, supervision, and coordination of the operational, instructional, and student support programs and activities at the Orange Coast College Waterfront Campus in Newport Beach, California. Programming includes comprehensive maritime credit and community boating education programs. The Director develops and implements action plans for delivery of the Waterfront Campus’ programs, services, and activities. Provides leadership in the planning, implementation, and evaluation of the instructional program and services offered at the Waterfront Campus; including course development, delivery of instruction, marketing, and overall facility operation. The Director develops and maximizes a revenue base through fund-raising, partnerships, and community engagement that supports and advances the programs and services of the Waterfront Campus.
Distinguishing Career Features
The Director, Waterfront Campus is a management position that organizes and integrates fund- raising, academic and an expanding fee-based recreational boating and seamanship education, and fleet development a service that educates commercial mariners and boaters alike. The Director is a key contributor in working with the College and District-level Foundation efforts as part of strategic fund development. The Director oversees first-line managers and supervisors, mariners, and others to blend day-to-day operations with marketing, fleet development through the publishing, distribution, and targeted outreach through a variety of media, for business management, and as a key contributor in the design of non-credit professional recreational education for boating and seamanship. The Director serves as a liaison within the College and District and to outside groups and agencies supporting the Waterfront Campus and its programs.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties, as assigned:
- Directs Community Boating Programs toward continued growth and sustainability byproviding maritime education in the form of boating and seamanship classes with a staffengaged in providing instruction, support services, and safe facilities and fleet.
- Develops and implements a strategic plan and long-term program goals for sustained growthand viability, and continuous program review of service to the community and alignment withthe College and District’s vision.
- Provides leadership in the development of programs that meet the needs of the community inalignment with the mission of the College and the District through sustainable partnerships andfunding.
- Works collaboratively with staff to develop performance standards and professionaldevelopment goals, and engages in performance management (supervising, evaluating,coaching, and guidance).
- Partners with College’s public relations and marketing teams to design, create, and launchmarketing campaigns emphasizing the Professional Mariner Training Program and CommunityBoating Program’s robust seamanship and maritime course offerings.
- Outreaches to the commercial, educational, residential, and recreational community by recruiting and sustaining partnerships with local businesses.
- Directs the development of new and current course outlines, instructional guidelines, and content development for non-credit boating courses. Directs the evaluation of courses and programs.
- Manages program income and expenses supporting the programs, to include forecasting revenues and expenses, directing the preparation of budget proposals, and administers approved budgets that include grants and income.
- Oversees and approves purchases of equipment, fixtures, retail items, maintenance, and other contracted services for the Waterfront Campus. Works with District purchasing and risk services to assure compliance with all legal requirements and procedures for procurement.
- Assures that business operations and practices are in alignment with the College and District-level services, as well as Board Policies and Administrative Procedures.
- Serves as liaison to external agencies connected to sailing and seamanship programs, such as the United States Sailing Association, California State Parks Division of Boating and Waterways, service providers, community organizations, the USCG Officer in Charge, Marine Inspection, and the USCG National Maritime Center.
- Directs and monitors a variety of budgetary funding sources (general fund, restricted funding, grants) and partnerships, such as California State Parks (a Division of Boating & Waterways).
- Directs staffing of instructors and administrative activity to ensure goals of the not-for-credit program operations are met including serving as the Designated Person Ashore for Foundation vessels, and support for the vessel donation program.
- Develops and implements strategies and action plans to meet annual fundraising goals as set by the Marine Committee of the Orange Coast College Foundation. Plans, organizes, and stages fundraising activities and identifies potential donors.
- Working in cooperation with the Executive Director of the Orange Coast College Foundation participates in the boat donation program (donation of marine vessels and their sale and charter).
- Provides leadership in the development of agreements related to equipment, purchases, construction, construction management, and asset management. Coordinates and oversees maintenance contracts and other related technical requirements of the facility.
- Coordinates with District and College departments including student services, instructional services, administrative services, and the OCC Foundation on relevant issues related to the operation of the Waterfront Campus.
- Stays apprised of promising practices and trends related to all appropriate programs and services through active participation in relevant professional organizations and conferences.
- Works with faculty to integrate curriculum where appropriate among different programs at the Waterfront Campus (e.g. Sailing Center and Professional Mariner Training Center, etc.).
- Oversees maintenance of the Waterfront Campus specialized equipment and fleet, such as working with. vendors and maintains an inventory and documentation on equipment.
- Works with faculty, staff, and administration to resolve on-site student support issues and provides resources for faculty and students.
- Performs other related duties as assigned that support the objective of the position.

Qualifications and Physical Demands
Knowledge and Skills
- The position requires specialized knowledge of the theory and practice of general seamanship and piloting of large vessels, including rules of the road, crew management, harbor regulations, first aid and protocols for shipboard emergencies.
- Requires specialized knowledge of commercial and recreational boating, maritime industry terminology, boat/vessel types, and characteristics.
- Requires working knowledge of USCG navigation rules and federal laws governing navigation of sail and power-driven vessels on inland and coastal waterways, including local navigation aids and hazards, and the rules for safe navigation and radio communications.
- Requires working knowledge of marketing, advertising, and community relations concepts, action plans, and best practices.
- Requires basic knowledge of grant/fund development, distribution of funds, developing performance outcomes, and reporting.
- Requires knowledge of best practices related to administering contracts, contractors, and vendor relationships.
- Requires sufficient math skills to apply budgeting and cost control methods, basic accounting principles and policies.
- Requires basic knowledge of retail sales and cash management.
- Requires advanced human relations skills to engage in fundraising, donor development, and large-scale promotions, and to work collaboratively with internal resources and to build an effective work team, explain creative and technical concepts, and manage performance.

- Requires the ability to develop and monitor budgets within available financial resources and to participate in fundraising activities.

- Requires the ability to work flexible hours, including evenings and weekends.
- Requires the ability to obtain First Aid, CPR, and AED certifications within a reasonable time frame.
- Requires the ability to obtain a USCG issued Master’s License for mechanically propelled vessels up to 100 GRT within a reasonable time frame if needed.
